Overview

What is FSSAI registration?

FSSAI registration or a food licence is mandatory for every food business in India under the Food Safety and Standards Act, 2006. It is issued by the Food Safety and Standards Authority of India through the FoSCoS portal and gives you a 14-digit FSSAI number that must appear on your packaging, bills and signboard.

Anyone who makes, processes, packs, stores, transports, distributes, sells, imports or exports food needs it: restaurants, cloud kitchens, home bakers, caterers, kirana and sweet shops, manufacturers, traders, online food sellers and importers.

There are three levels: basic registration for small businesses, a State licence for mid-sized ones, and a Central licence for large businesses and specified activities like import. From 1 April 2026 the turnover limits were raised sharply, so many businesses now need a lighter level than before.

Which one

FSSAI registration vs State licence vs Central licence

Based on annual turnover, from 1 April 2026. Some activities need a State or Central licence whatever the turnover.

TypeWho needs itGovt. fee a year
Basic registration (Form A)Turnover up to ₹1.5 crore: small shops, home bakers, tiffin services, small cloud kitchens, hawkers, food carts and trucks₹100
State licence (Form B)Turnover ₹1.5 crore to ₹50 crore, and caterers and hotels below 5-star, whatever the turnover₹2,000–₹5,000
Central licence (Form B)Turnover above ₹50 crore; importers, exporters, e-commerce food platforms, 5-star hotels, airport and seaport units, and head offices operating in more than one State₹7,500

State licence fee depends on the kind of business and, for manufacturers, production capacity. We confirm the exact category for you.

Anyone who manufactures, processes, packs, stores, transports, distributes, sells, imports or exports food, including restaurants, cloud kitchens, home bakers, caterers, shops, traders and online food sellers.

What is the turnover limit for FSSAI basic registration in 2026?

From 1 April 2026, basic registration covers food businesses with annual turnover up to ₹1.5 crore, up from ₹12 lakh. A State licence covers ₹1.5 crore to ₹50 crore, and a Central licence is needed above ₹50 crore.

What is the government fee for FSSAI?

₹100 a year for basic registration, ₹2,000 to ₹5,000 a year for a State licence depending on the kind of business and capacity, and ₹7,500 a year for a Central licence.

Does an FSSAI licence still need to be renewed?

Under the 2026 amendment, registrations and licences granted from 1 April 2026 have perpetual validity. Instead of renewing, you pay the annual fee on time. Older licences become perpetual when they are next renewed.

What happens if I don't pay the annual fee?

The registration or licence is suspended until the dues are cleared, and you can't operate a food business while it is suspended. You can prepay the fee for several years to avoid this.

How much does FSSAI registration cost with IBACT?

Our professional fee starts at ₹999 + GST for basic registration, ₹2,999 + GST for a State licence and ₹5,999 + GST for a Central licence, plus the government fee.

How long does FSSAI registration take?

Basic registration is usually issued within about a week. A State or Central licence can take 30 to 60 days, as it may involve a query or an inspection.

Yes. Home-based food businesses need at least basic FSSAI registration, which covers turnover up to ₹1.5 crore.

Do I need FSSAI to sell food online?

Yes. Sellers on food delivery apps and e-commerce sites need their own FSSAI registration or licence, and must show the FSSAI number on their listings. E-commerce food platforms themselves need a Central licence.

Do importers and exporters need a Central licence?

Yes. Food importers and exporters need a Central licence whatever their turnover, along with an Import Export Code.

Do I need a separate FSSAI licence for each outlet?

Generally yes. Each premises needs its own registration or licence, based on that unit's turnover and activity. A business operating in more than one State also needs a Central licence for its head office.

What is Form D-1?

Form D-1 is the annual return that licensed manufacturers, importers, labellers and packers must file by 31 May for the previous financial year. Late filing attracts a fee of ₹100 a day.

Where should the FSSAI number be displayed?

Display the certificate at your premises, and print the FSSAI logo and 14-digit number on product labels, bills and invoices, menus and online listings.

Can I upgrade from basic registration to a State licence?

Yes. When your turnover crosses ₹1.5 crore, or your activity changes, you apply to move to a State licence. Under the 2026 rules, fees already paid are adjusted when you switch category.

What is the penalty for running a food business without FSSAI?

Operating without a required registration or licence is an offence under the Food Safety and Standards Act and can attract imprisonment up to six months and a fine up to ₹5 lakh.

Are street food vendors and food carts covered?

Under the 2026 rules, food trucks and carts are treated as petty food businesses and need basic registration. Street vendors registered under the Street Vendors Act, 2014 are treated as registered under FSSAI.

What is an FSMS plan?

A Food Safety Management System plan describes how your business controls food safety risks, from raw material to sale. It is required for State and Central licences, and we help you prepare it.
