What is Shop & Establishment registration?
Shop and Establishment registration, often called a Shop Act licence or Gumasta, is a registration with your state's labour department under its Shops and Establishments Act. It records your business, its address and its employees, and brings you under the state's rules on working hours, holidays, leave and wages.
Each state has its own Act, rules, fees and portal. Some require registration for every shop and office, some only once you have 10 or more workers (with a simple intimation below that), and some exempt very small units. Certificates are lifetime in some states and need renewal in others.
That's why it's easy to file the wrong form or miss a renewal. We work out exactly what your state and business need, file it, and remind you when anything is due.

Why get a Shop & Establishment licence?
It's a legal requirement in most places, and one of the most useful proofs a new business can have.

Banks accept it as proof of business for proprietors, who otherwise have few documents in the business's name.
GST and other registrations
Works as supporting proof of your business address for GST, Udyam, payment gateways and marketplaces.
Avoid fines and notices
Running without it can mean penalties under the state Act, and trouble during labour inspections.
Clear rules for staff
Sets out hours, holidays and leave, which protects you in disputes with employees.
Customer trust
A registered establishment, with the certificate on display, looks established and accountable.
Loans and schemes
Lenders and government schemes often ask for it with your loan or subsidy application.

Google Business ProfileShop & Establishment registration: frequently asked questions
What is Shop and Establishment registration?+
It is a registration with your state's labour department under its Shops and Establishments Act. It covers shops, offices, restaurants, hotels, theatres and other commercial establishments, and regulates working hours, holidays, leave and wages.
Is a Shop Act licence the same as Gumasta?+
Yes. Gumasta is the common name for the Shop Act licence in Maharashtra and Gujarat. Elsewhere it may be called a Shop Act licence, labour licence or establishment registration.
Who needs Shop and Establishment registration?+
Most shops, offices and commercial establishments with premises in a covered area, usually within 30 to 60 days of starting. Some states only require registration from 10 workers, with a simple intimation below that, and some exempt very small units.
How much does Shop Act registration cost?+
Our fee starts at ₹1,499 + GST for one location. The government fee is extra and depends on your state and number of workers; we confirm it before filing.
How long does it take to get the certificate?+
Usually 1 to 7 working days after filing, depending on the state. Some states issue the certificate automatically online; others review the application first.
What documents are needed?+
PAN and Aadhaar of the owner or signatory, a photo, address proof of the premises such as a rent agreement and electricity bill, a shop-front photo, and entity documents such as a partnership deed or certificate of incorporation.
Do I need it if I work from home?+
Often not, if you have no employees and no customers visiting. But many home businesses register voluntarily because banks accept the certificate as business proof for a current account.
Is Shop Act registration needed for an office or IT company?+
Yes, in most states. Offices of companies, startups and IT businesses are commercial establishments under the Act.
Is it the same as a trade licence?+
No. The Shop Act licence comes from the state labour department and covers employment conditions. A trade licence comes from your municipal corporation and covers the trade carried on at the premises. Many shops and restaurants need both.
Does the Shop Act licence need renewal?+
It depends on the state. Some issue lifetime certificates, while others require renewal; Karnataka, for example, renews every 5 years. We send reminders before renewal is due.
Do I need a separate registration for each branch?+
Yes. Each establishment, such as a shop, office or warehouse, is generally registered separately with the labour office for its area.
Can I use the Shop Act certificate to open a current account?+
Yes. Banks commonly accept it as one of the documents proving that a proprietorship business exists at the address.
Is Shop Act registration enough for GST?+
No. It can support your business address and existence, but GST registration is separate. GST needs proof of the place of business, such as a rent agreement and electricity bill, along with owner details.
What changed with the new labour codes?+
The four labour codes came into force on 21 November 2025. Establishments with 10 or more workers must also register under the Occupational Safety, Health and Working Conditions Code, 2020. State Shops and Establishments Acts continue to apply.
What happens if I don't register?+
You can be fined under your state's Act, with higher fines for continuing violations, and you may face problems during labour inspections, bank account opening and loan applications.
Can women work night shifts in shops and offices?+
Yes, in most states, with the woman's consent and with safeguards such as safe transport and security provided by the employer, as set out in the state Act or rules.
What do I need to do after registering?+
Display the certificate, follow the state's rules on working hours, holidays and leave, keep attendance and wage records, and report changes such as a new address or more workers.
How do I change or cancel my registration?+
Report changes to the labour department online, usually within 15 to 30 days. When you close the business, inform the department so the registration is cancelled.
