Quick answer
Meta lets you start Facebook and Instagram ads with a very small daily budget, but most Indian businesses should plan ₹500 to ₹1,000 a day (₹15,000 to ₹30,000 a month) for a lead campaign. In 2026 India, CPM is roughly ₹60 to ₹250, cost per click ₹4 to ₹50, and cost per lead ₹80 to ₹1,500+ depending on the industry. Meta adds 18% GST on ad spend, which GST-registered businesses can usually claim back.
- Your ad budget is paid directly to Meta; an agency fee is separate.

How Meta charges you for ads
Meta (Facebook, Instagram, Messenger and WhatsApp ads) sells ads through an auction. Every time someone could see an ad, Meta picks the ad that best balances your bid, how likely the person is to take your chosen action, and the quality of the ad. You don't pay a fixed price per ad; you set a budget and Meta spends it to get you the most results.
- You choose a daily or lifetime budget. Meta may spend a little more on some days and less on others, but stays within your weekly average.
- Most campaigns are billed per 1,000 impressions (CPM). Cost per click and cost per lead are results of that spend, not separate prices.
- You pay Meta directly by card, UPI or prepaid funds in Ads Manager. A good agency never asks you to pay ad spend through them without a clear invoice.
- Taxes: Indian advertisers are charged 18% GST on top of ad spend. Add your GSTIN in Ads Manager billing settings so your invoices show it; you can then usually claim input tax credit. The old 6% equalisation levy on online ads was removed from 1 April 2025.
Billing and payments for Indian ad accounts
Ad accounts set up in India are billed in Indian rupees. There are two ways to pay:
- Prepaid funds: you add money first (UPI, net banking or card) and Meta deducts ad spend from that balance. This is the most common choice in India because RBI's e-mandate rules make automatic recurring card charges less reliable, and ads stop instantly when the balance runs out.
- Automatic payments: Meta charges your card when you reach a billing threshold or on your monthly billing date. If a charge fails, ads pause until you pay.
Two settings protect your money: an account spending limit (a hard cap on total spend) and the campaign or ad set budget. Download every invoice from Billing & payments in Meta Business Suite for your accountant.
Minimum budget vs a realistic budget
Technically, Meta's minimum daily budget is very low (about the rupee equivalent of a dollar a day for impression-based ads, and a little more for click or conversion goals). But a budget that small rarely gets enough results for Meta's system to learn who your best customers are.
Meta's delivery system works best when an ad set gets about 50 results a week to exit the "learning phase". A simple rule: your daily budget should be at least 5 to 10 times your expected cost per result.
| Business goal | Practical starting ad spend | Why |
|---|---|---|
| Local leads (clinics, coaching, salons, home services) | ₹15,000 to ₹30,000 / month ₹500 to ₹1,000 a day | Enough for steady daily leads and testing 2 to 3 ad creatives |
| Click-to-WhatsApp chats | ₹15,000 to ₹30,000 / month | Chats are often cheaper than form leads; you need a team to reply fast |
| Real estate, finance, high-ticket services | ₹30,000 to ₹1,00,000+ / month | Higher cost per lead, so more budget is needed to reach 50 results a week |
| E-commerce sales | ₹50,000+ / month | Testing products, audiences and creatives needs more data |
| Brand awareness / reach | ₹5,000 to ₹15,000 / month | Billed per impression; useful for local visibility, not direct leads |
Meta ads benchmarks in India (2026)
These are typical ranges seen across Indian campaigns. Your own numbers depend on your city, offer, audience and creatives, so use them for planning, not as a promise.
| Metric | Typical range in India | What it means |
|---|---|---|
| CPM (cost per 1,000 impressions) | ₹60 to ₹250 | Lower in tier-2 and tier-3 cities, higher in metros and festive season |
| CPC (cost per link click) | ₹4 to ₹50 | Driven by CPM and how compelling your ad is |
| CTR (click-through rate) | About 0.8% to 2% | Above 1% usually means the creative and audience fit |
| Cost per lead | ₹80 to ₹1,500+ | Varies most by industry (see below) |
Cost per lead by industry
| Industry | Typical cost per lead | Tip |
|---|---|---|
| Restaurants, cafés and local services | ₹80 to ₹250 | Offers and click-to-WhatsApp work well |
| Education and coaching | ₹150 to ₹600 | Video of results and a free demo class lower costs |
| Real estate | ₹300 to ₹1,500+ | Instant forms with a qualifying question improve lead quality |
| Finance, insurance and loans | ₹300 to ₹1,500+ | Meta's special ad category rules limit targeting; creatives matter more |
Cheaper leads are not always better leads. Track how many leads become customers, not just the cost per lead.
Cost by campaign objective
Meta's six campaign objectives decide who sees your ads. Choosing the wrong one is the most common reason small businesses overpay.
| Objective | Meta shows your ad to people likely to… | Cost pattern | Best for |
|---|---|---|---|
| Awareness | see and remember the ad | Lowest CPM, very few clicks | New shops, events, brand recall |
| Traffic | click a link | Cheap clicks, but many bounce | Blogs, content, building retargeting audiences |
| Engagement | like, comment, message or watch | Cheap messages and video views | Click-to-WhatsApp and Messenger chats |
| Leads | fill an instant form or call | Higher CPM, measured by cost per lead | Services, real estate, education, clinics |
| App promotion | install or use your app | Cost per install | Mobile apps |
| Sales | buy on your website | Highest CPM, judged by ROAS | E-commerce with Pixel and Conversions API set up |
A Traffic campaign may show a ₹3 click while a Leads campaign shows ₹15 clicks, yet the Leads campaign often produces customers more cheaply, because Meta finds people who actually fill forms. Always compare cost per customer, not cost per click.
Cost by placement: Facebook, Instagram, Reels and WhatsApp
One Meta campaign can run across Facebook, Instagram, Messenger, Audience Network and WhatsApp status. Each placement has its own audience and price.
- Facebook Feed: wide reach, especially among people over 30 and in smaller towns. Often the cheapest place to get leads.
- Instagram Feed and Stories: younger, urban and visual audiences. CPMs are often higher, but engagement with good creatives is strong.
- Reels (Facebook and Instagram): usually very low CPM and high attention when the video is made for Reels (vertical, hooks in the first 2 seconds, captions).
- Messenger and WhatsApp: click-to-message ads start a conversation instead of a form. Many Indian customers prefer this.
- Audience Network: ads inside other apps. Cheap impressions but often low-quality clicks; check results before keeping it on.
For most businesses, Advantage+ placements (letting Meta choose) gives the lowest cost per result. Only restrict placements when the data shows one is wasting money.
Cost by city: metros vs tier-2 and tier-3 towns
Where your audience lives changes the price a lot. In Mumbai, Delhi NCR, Bengaluru, Pune, Hyderabad and Chennai, many advertisers compete for the same people, so CPMs are higher. In tier-2 and tier-3 cities such as Nashik, Indore, Coimbatore, Lucknow or Nagpur, the same budget usually buys more impressions and clicks.
- Target a radius around your shop or office (for example 5 to 15 km) for walk-in businesses; a very small radius can raise costs because the audience is too small.
- For services delivered online, test state-wide or India-wide audiences; cheaper regions can lower your average cost per lead.
- Run ads in the local language (Hindi, Marathi, Tamil, Kannada and others) outside the metros; local-language creatives often get cheaper clicks.
When Meta ads cost more: India's seasonal calendar
| Period | What happens to costs | What to do |
|---|---|---|
| January to February | Usually moderate after the year-end rush | Good time to test new creatives and audiences |
| March | Financial year-end; B2B and finance advertisers spend more | Book budgets early; focus on high-intent offers |
| April to July | Generally steadier; education spikes around admissions | Build retargeting audiences for the festive season |
| August to November | Festive season (Raksha Bandhan, Navratri, Dussehra, Diwali): the most expensive months | Start 3 to 4 weeks before the festival; expect higher CPMs |
| November to December | Wedding season and year-end sales keep costs high | Lean on retargeting and WhatsApp follow-up |
| Election periods | Political advertising can push up local CPMs | Watch daily costs and shift budget to cheaper regions |
How to set your Meta ads budget in 5 steps
Instead of guessing a number, work backwards from the customers you want:
- Decide your monthly target. Example: 20 new customers a month.
- Estimate how many leads become customers. If 1 in 10 leads buys, you need about 200 leads.
- Pick a realistic cost per lead for your industry from the tables above. Example: ₹150.
- Multiply: 200 leads × ₹150 = ₹30,000 a month in ad spend (about ₹1,000 a day).
- Check it's worth it: ₹30,000 ÷ 20 customers = ₹1,500 per customer. If a customer is worth more than that to you, the budget makes sense. If not, improve your offer, follow-up or prices before spending more.
What different monthly budgets usually allow
| Monthly ad spend | Daily | Leads at ₹100 to ₹400 per lead | What you can realistically run |
|---|---|---|---|
| ₹10,000 | ≈ ₹330 | 25 to 100 | 1 campaign, 1 audience, 2 to 3 creatives; one city or area |
| ₹25,000 | ≈ ₹830 | 60 to 250 | 1 to 2 campaigns, creative testing and a small retargeting ad set |
| ₹50,000 | ≈ ₹1,670 | 125 to 500 | Several offers or cities, regular new creatives, full retargeting |
| ₹1,00,000 | ≈ ₹3,330 | 250 to 1,000 | Multiple products or locations, video production, scaling winners |
Lead numbers don't grow perfectly in line with budget; as you spend more, costs usually rise a little, because Meta reaches less-interested people. Use these as planning ranges.
Worked example: what ₹20,000 a month can get you
A local business running a lead form campaign
- Monthly ad spend: ₹20,000 (about ₹670 a day)
- CPM ₹110 → ₹20,000 ÷ 110 × 1,000 = about 1,81,800 impressions
- CTR 1% → about 1,818 clicks (cost per click about ₹11)
- 8% of clickers fill the form → about 145 leads
- 10% of leads become customers → about 14 customers
Cost per lead ≈ ₹138 · Cost per customer ≈ ₹1,430. If one customer is worth ₹5,000 to you, this campaign is profitable.

What makes Meta ads cost more or less
- Competition and season. Costs rise during Diwali, wedding season, the year-end sale period and elections, when more advertisers bid for the same people.
- City and audience. Metro audiences usually cost more than tier-2 and tier-3 towns. Very narrow targeting can also push costs up.
- Creative quality. Ads people stop for, watch and click get cheaper delivery. Fresh Reels-style videos usually beat static banners.
- Campaign objective. Awareness is cheapest per impression; sales and lead objectives cost more per impression but find people who act.
- Lead form vs WhatsApp vs website. Instant forms are cheap but can bring low-quality leads; adding a qualifying question or using a fast landing page often improves quality.
- Tracking setup. Without the Meta Pixel and Conversions API, Meta can't learn who converts, so you pay more for weaker results.
- Speed of follow-up. Calling or messaging leads within 5 minutes turns far more of them into customers, which lowers your real cost per customer.

Your total monthly cost: ad spend + GST + management
The ad budget is only part of the cost. Here is what a business typically pays in a month:
| Cost item | Who you pay | Example on ₹20,000 ad spend |
|---|---|---|
| Ad spend | Meta | ₹20,000 |
| GST on ad spend (18%) | Meta | ₹3,600 (input tax credit usually available with GSTIN) |
| Management fee | Agency or freelancer | ₹7,999 with iBACT Digital (creatives included) |
| GST on management fee (18%) | Agency | ₹1,440 |
| Total | ₹33,039 (about ₹27,999 after GST credit) |
DIY, freelancer or agency?
- Do it yourself: no management fee, but expect to spend time learning, and some budget on mistakes while you learn.
- Freelancer: usually a lower fixed fee; quality and availability vary a lot.
- Agency: agencies in India commonly charge a fixed monthly fee or 10% to 20% of ad spend; some charge extra for creatives. iBACT Digital charges ₹7,999 a month for budgets up to ₹50,000, ₹14,999 up to ₹2 lakh, and 10% of spend (minimum ₹24,999) above that, plus GST, with creatives included and no lock-in. See Meta Ads management plans.
Running ads as a business? You'll need a GSTIN to claim GST credit on your ad invoices. If you don't have one yet, register for GST from ₹499.
Costs people forget to budget for
- Creatives: photos, graphics and short videos. Fresh creatives every 2 to 4 weeks keep costs down.
- Landing page: a fast, mobile-friendly page usually converts far better than a home page.
- Tracking setup: Meta Pixel, Conversions API and lead form integration with your CRM or Google Sheet.
- Lead follow-up: someone who calls or messages every lead within minutes. Without this, even cheap leads are wasted.
- WhatsApp and CRM tools: useful when lead volume grows beyond what one phone can handle.
Boost post vs Ads Manager: which costs less?
The Boost button on Facebook or Instagram is quick, but it gives you fewer choices: limited objectives, simple targeting and little control over placements. For enquiries and sales, campaigns built in Ads Manager almost always deliver a lower cost per lead because you can choose the right objective, use instant forms or WhatsApp, test several creatives and track conversions. Boosting is fine for spreading a single post to followers and their friends.
Is Meta cheaper than Google Ads?
Per click, Meta is usually cheaper. But the two work differently:
- Google Ads reaches people who are already searching ("GST consultant near me"). Clicks cost more, but intent is high.
- Meta Ads reaches people based on interests and behaviour before they search. Clicks are cheaper and you can create demand, but you need a strong offer and fast follow-up.
Many businesses get the best results using both: Google for ready-to-buy searches and Meta for volume and retargeting. Read more about Google Ads management.
8 ways to lower your cost per lead
- Start with one clear offer (free consultation, demo class, site visit, first-order discount).
- Test 3 to 5 creatives at once and turn off the weakest after 3 to 4 days.
- Use vertical video for Reels and Stories; they often deliver cheaper clicks.
- Let Meta optimise with broader audiences and Advantage+ placements once tracking is in place.
- Install the Meta Pixel and Conversions API so Meta learns from real customers.
- Add one qualifying question to instant forms to filter out casual sign-ups.
- Try click-to-WhatsApp ads; many Indian customers prefer chatting first. Pair them with the WhatsApp Business API for fast replies.
- Don't change the campaign every day. Frequent edits reset the learning phase and raise costs.
How to tell if your Meta ads budget is working
| Metric | Healthy sign | Warning sign | Fix |
|---|---|---|---|
| CTR (link) | About 1% or more | Below 0.5% | New hook, clearer offer, better first frame |
| CPM | Stable week to week | Sudden jump of 50%+ | Check season, audience size and creative fatigue |
| Frequency | Under 2 to 3 per week | Above 4 to 5 | Refresh creatives or widen the audience |
| Cost per lead | Within your target | Rising for 5+ days | Pause weak ads, test new offers |
| Lead-to-customer rate | Improving or steady | Many fake or unreachable leads | Add a qualifying question; call within 5 minutes |
| ROAS (e-commerce) | Above your break-even ROAS | Below break-even for 7+ days | Fix product page, offer or audience |
How to increase your budget without raising costs
- Raise budgets gradually, about 20% to 30% every few days, so the campaign doesn't fall back into the learning phase.
- Scale what works: move budget to ad sets and creatives with the lowest cost per customer, not just the lowest cost per lead.
- Add new creatives before old ones tire. Fatigue (rising frequency, falling CTR) is the biggest cause of rising costs.
- Use Advantage campaign budget so Meta moves money to the best ad sets automatically.
- Add retargeting for website visitors, video viewers and people who opened your form but didn't submit.
Sample 90-day plan for a ₹25,000-a-month budget
- Month 1, test: 1 campaign, 2 audiences, 4 to 6 creatives. Learn your real cost per lead and which leads become customers.
- Month 2, improve: turn off the weakest 50% of ads, add new versions of the winners, add a retargeting ad set with about 15% of budget.
- Month 3, scale: if cost per customer is within target, raise budget 20% to 30% at a time and add a second offer or city.
Budget mistakes that waste money
- Spreading a small budget across too many ad sets, so none of them gets enough results to learn.
- Judging results after 2 or 3 days instead of 2 to 3 weeks.
- Choosing Traffic or Engagement when you actually want leads or sales.
- Running the same creative for months until people ignore it.
- No tracking, so Meta optimises for clicks instead of customers.
- Slow follow-up: leads called the next day often don't remember filling the form.
- Paying an agency through unclear invoices: your ad account, page and pixel should stay in your own business portfolio.
Frequently asked questions
What is the minimum budget for Meta ads in India?
Meta's technical minimum is very low, about the rupee equivalent of a dollar a day for impression-based ads. For results, most Indian businesses should start with ₹500 to ₹1,000 a day (₹15,000 to ₹30,000 a month) for lead campaigns, and more for e-commerce or high-ticket services.
How much does a lead cost on Facebook and Instagram in India?
It depends on the industry. Typical 2026 ranges are about ₹80 to ₹250 for restaurants and local services, ₹150 to ₹600 for education and coaching, and ₹300 to ₹1,500 or more for real estate and finance. Creative quality, offer and follow-up speed change these numbers a lot.
Is GST charged on Facebook and Instagram ads in India?
Yes. Indian advertisers are charged 18% GST on ad spend. If you add your GSTIN in Ads Manager billing settings, your invoices carry it and you can usually claim input tax credit. Check with your accountant for your case.
Are Instagram ads cheaper than Facebook ads?
Not always. Both run from the same Meta Ads Manager, and Meta shifts budget to whichever placement gets results more cheaply. Instagram often works better for younger and visual audiences, Facebook for wider and older audiences. Most campaigns should run on both and let Meta decide.
How much do Meta ads agencies charge in India?
Agencies commonly charge a fixed monthly fee or 10% to 20% of ad spend, and some charge separately for creatives. iBACT Digital, a Meta Business Partner, charges from ₹7,999 a month plus GST with creatives included and no lock-in.
How long before Meta ads start giving results?
Ads can bring enquiries from the first day, but campaigns usually stabilise after the learning phase, about 1 to 2 weeks, once an ad set gets around 50 results a week. Plan to judge performance after 3 to 4 weeks, not 3 days.
Can I run Meta ads for ₹100 or ₹200 a day?
Yes, Meta allows it, and it can work for local awareness or boosting an offer to people near your shop. For lead campaigns, ₹100 to ₹200 a day usually gives too few results for Meta to learn, so costs stay high. Start at ₹500 a day if you can, or run fewer ad sets.
Is boosting a post cheaper than using Ads Manager?
Boosting looks cheaper because it's simple, but for leads and sales Ads Manager usually gives a lower cost per lead. It offers the right objectives, instant forms, WhatsApp ads, creative testing and conversion tracking.
Why is my Facebook ads cost increasing?
Common reasons are the festive season or more competition, creative fatigue (frequency above 4 to 5), a very narrow audience, frequent edits that reset learning, or tracking that stopped working. Refresh creatives first, then check audience size and tracking.
Are Meta ads charged in dollars or rupees in India?
Ad accounts created in India with Indian rupees as the currency are billed in INR, with 18% GST added. Choose INR when creating the ad account, because the currency can't be changed later without creating a new ad account.
How much do click-to-WhatsApp ads cost in India?
You pay for the ad delivery, not per WhatsApp message received. Click-to-WhatsApp ads often get conversations more cheaply than form leads, especially for local businesses, but you need someone to reply quickly to turn chats into customers.
What is a good CTR for Meta ads in India?
Around 1% link CTR is a healthy starting point for most local campaigns. Strong video creatives can reach 2% or more. Below 0.5% usually means the hook, offer or audience needs changing.
