Assam is the gateway to North East India and its largest economy. It is India's largest tea-producing State, home to some of the country's oldest oil fields and refineries at Digboi, Guwahati, Bongaigaon and Numaligarh, and the source of muga silk, a GI-tagged golden silk woven in Sualkuchi and across Upper Assam. Guwahati is the region's trading and logistics hub, with Fancy Bazaar's wholesale markets, the Guwahati tea auction and warehouses supplying the neighbouring States.

The State has 35 districts in five divisions: Lower Assam, North Assam, Upper Assam, Central Assam and the Barak Valley. Districts are divided into revenue circles for land records and development blocks for rural administration, and villages are grouped under gaon panchayats. Kokrajhar, Chirang, Baksa, Udalguri and Tamulpur form the Bodoland Territorial Region, and Karbi Anglong, West Karbi Anglong and Dima Hasao have their own autonomous councils under the Sixth Schedule; GST applies in all of them in the same way.

A single GST registration covers your business across Assam; add branches or godowns in other districts as additional places of business. Your application is assigned either to the Commissionerate of Taxes, Assam (State GST) or to the Central GST administration based on your address, and the jurisdiction is printed on your certificate. Either way, the process is the same and fully online.

Local businesses

Businesses in Assam and what GST means for them

Most GST questions we get from Assam come from a handful of sectors. Here is how registration works for each.

Tea gardens, factories & traders

Small growers selling green leaf from their own land are treated as agriculturists and generally don't need GST for that sale. Bought-leaf factories, tea estates with processing units, blenders, packers and tea traders in Assam usually register, because of turnover and because auction buyers and distributors expect a GSTIN.

Oil, gas & refinery suppliers

Contractors, transporters, manpower agencies and material suppliers working for refineries and oil companies around Assam need a GSTIN for vendor registration. Government bodies and many public sector units also deduct TDS under GST on larger contracts, which only works smoothly with a registered GSTIN.

Silk, handloom & weaving

Weavers, yarn dealers and showrooms selling muga, pat, eri and handloom products from Assam register once sales cross the limit or when they sell to other States. Makers of notified handicraft goods get some relief for inter-State sales below the limit, subject to conditions such as a PAN and e-way bills, so we check this first.

Wholesale & retail trade

Kirana stores, wholesalers, hardware, garments and electronics dealers in Assam register once turnover crosses ₹40 lakh, or earlier to buy from bigger distributors with input tax credit. Traders below ₹1.5 crore can choose the composition scheme and pay a small fixed percentage of turnover instead.

Hotels, homestays & tourism

Homestays, lodges, resorts, tour operators and taxi services in Assam need GST registration once turnover from services crosses ₹20 lakh. Tour operators and travel agents booking for business clients often register earlier so clients can claim credit.

Border trade & exports

Exporters and importers in Assam need an Import Export Code and GST registration. Exports are zero-rated: you can export under a Letter of Undertaking (LUT) without paying tax, or pay IGST and claim a refund. We file the LUT along with your registration.

Why GST applications from Assam get stuck, and how we prevent it

  • Address
Address proof doesn't matchThe name, dag or house number, or PIN on the bill or land document differs from the application. We match them before filing.
  • Ownership
Land in another family member's nameCommon with jamabandi records in Assam. A consent letter from the recorded owner with their ID solves it.
  • Aadhaar
Aadhaar authentication skippedWithout it, the officer can order a site visit and approval can take up to 30 days. We complete it on day one.
  • Photos
Unclear photos of the premisesOfficers often ask for a photo showing the name board and the building. We tell you exactly what to click.
  • Codes
Wrong HSN/SAC or business typeChoosing the wrong codes or constitution leads to queries later. We select them based on what you actually sell.
  • Queries
Missing the 7-day reply windowAn unanswered query (REG-03) leads to rejection. We reply within the deadline, with no extra fee.
