Haryana surrounds Delhi on three sides and is one of India's most industrialised States for its size. Gurugram is a national hub for IT, corporate offices and car and two-wheeler manufacturing; Faridabad, Manesar, Bawal, Dharuhera, Rohtak and Bahadurgarh have large engineering, auto-component and footwear clusters; Panipat is known worldwide for home furnishings, Yamunanagar for plywood and Ambala for scientific instruments. Karnal, Kaithal and Kurukshetra grow and mill basmati rice, and the grain markets of Hisar, Sirsa, Jind and Fatehabad handle wheat, cotton and mustard.
The State has 23 districts in 6 divisions, the newest being Hansi, notified in December 2025. Each district is divided into tehsils and sub-tehsils, where the Tahsildar and patwaris keep land records. Villages are governed by gram panchayats grouped into development blocks, and towns by municipal corporations, councils and committees, which collect property tax and issue trade licences. Haryana does not levy profession tax.
A single GST registration covers your business across Haryana; add branches or godowns in other districts as additional places of business. An office in Delhi or any other State needs its own registration. Your application is assigned either to the Excise and Taxation Department, Haryana or to the Central GST administration based on your address, and the jurisdiction is printed on your certificate. Either way, the process is the same and fully online.

Businesses in Haryana and what GST means for them
Most GST questions we get from Haryana come from a handful of sectors. Here is how registration works for each.
IT, startups & consultants
Software firms, startups, digital agencies, consultants and other professionals in Haryana need GST registration once fees cross ₹20 lakh, or earlier when clients need GST invoices. Export of services to clients abroad can be made without tax under a Letter of Undertaking (LUT).
Auto components & engineering
Vendors supplying car and two-wheeler makers from Haryana register from the start, because the buyer needs input tax credit and every dispatch moves with an e-way bill. Job workers doing machining, plating or painting for these units need a GSTIN too once over the limit.
Textiles & home furnishings
Weaving, spinning, dyeing and furnishing units in Haryana sell to traders and exporters who claim input tax credit, so they usually register from day one. Exporters file an LUT; units sending goods to other States need e-way bills.
Rice mills & basmati trade
Rice millers and basmati traders in Haryana sell to exporters and buyers in other States, so they need GST registration. Branded or packaged rice is taxed, while loose unbranded grain is treated differently, so correct invoicing matters.
Mandi traders & agri-inputs
Farmers selling their own wheat, paddy, mustard or cotton don't need GST, and an arhtiya's commission for selling farmers' produce is exempt. Arhtiyas who also trade in taxable goods, and fertiliser, seed, pesticide and farm-machinery dealers in the Haryana mandis, need a GSTIN once over the limit.
Wholesale & retail trade
Shops, wholesalers, hardware, electronics and kirana distributors in Haryana register once turnover crosses ₹40 lakh, or earlier to buy from bigger distributors with input tax credit. Traders below ₹1.5 crore can choose the composition scheme instead.
Who needs GST registration in Haryana?
- 1Turnover above the limitBusinesses in Haryana with aggregate turnover above ₹40 lakh (only goods) or ₹20 lakh (services or both) in a financial year. Haryana uses the normal limits (₹10 lakh applies only in a few special category States).
- 2Selling goods to other StatesAnyone supplying goods from Haryana to buyers outside Haryana, including Delhi, Punjab, Rajasthan and Uttar Pradesh, whatever the turnover.
- 3Online sellersSellers of goods on Amazon, Flipkart, Meesho and similar platforms selling across States. Small sellers supplying only within Haryana can use an enrolment number instead.
- 4Contractors and suppliersSuppliers to government departments, municipal bodies, PSUs and larger businesses, including the manufacturers and companies of the NCR, who need a GSTIN for tenders, vendor registration and input tax credit.
- 5ExportersBusinesses exporting garments, home furnishings, auto parts, basmati rice, instruments or IT services need GST registration along with an Import Export Code, and file an LUT to export without paying tax.
- 6Casual and special casesCasual taxable persons at fairs and exhibitions, agents, input service distributors and businesses paying tax under reverse charge.

| Services, or goods and services together | Above ₹20 lakh a year |
| Goods sold to buyers in Delhi or other States | Yes, at any turnover |
| Goods sold online to other States | Yes, at any turnover |
| Goods sold online only within Haryana | Optional below ₹40 lakh (enrolment number instead) |

Why GST applications from Haryana get stuck, and how we prevent it
- AddressAddress proof doesn't matchThe house or plot number, sector or PIN on the electricity bill or property papers differs from the application. We match them before filing.
- OwnershipBuilding in another family member's nameVery common in Haryana, where family property is often in a parent's name. A consent letter from the owner with their ID solves it.
- AadhaarAadhaar authentication skippedWithout it, the officer can order a site visit and approval can take up to 30 days. We complete it on day one.
- PhotosUnclear photos of the premisesOfficers often ask for a photo showing the name board and the building. We tell you exactly what to click.
- Lal DoraNo registry for village propertyHouses inside the village abadi often have no sale deed. An electricity bill with the owner's consent letter usually works; we prepare it for you.
- CodesWrong HSN/SAC or business typeChoosing the wrong codes or constitution leads to queries later. We select them based on what you actually sell.
- QueriesMissing the 7-day reply windowAn unanswered query (REG-03) leads to rejection. We reply within the deadline, with no extra fee.
