How to Choose a Meta Ads Agency in India: 10 Questions to Ask Before You Hire

What a good Facebook and Instagram ads agency does, what it should cost, the questions that reveal how it really works, and the red flags that waste your budget.

Quick answer

A good Meta Ads agency in India keeps your ad account, Page, pixel and leads in your own business portfolio, charges a clear monthly fee (commonly a fixed fee or 10% to 20% of ad spend), includes or clearly prices creatives, sets up tracking, reports cost per lead and cost per customer every month, and doesn't lock you into a long contract. Before hiring, ask the 10 questions below and use the scorecard to compare agencies side by side.

What a Meta Ads agency should do for you

A Meta Ads agency plans, builds and manages your Facebook, Instagram, Messenger and WhatsApp ads. A good one doesn't just "run ads"; it owns the result with you. Expect these as standard:

  • Strategy: understand your offer, customers, margins and sales process before spending a rupee.
  • Account setup: business portfolio, ad account in INR, payment, Page and Instagram connections, domain verification.
  • Tracking: Meta Pixel, Conversions API and lead form integration with your CRM or Google Sheet.
  • Creatives: images, carousels and short videos, refreshed regularly.
  • Campaign management: objectives, audiences, budgets, testing and weekly optimisation.
  • Lead handling advice: follow-up scripts, WhatsApp setup and feedback loops on lead quality.
  • Reporting: plain-language monthly reports on spend, leads, cost per lead and, ideally, customers and revenue.

How Meta Ads agencies charge in India

Pricing modelHow it worksGood forWatch out for
Fixed monthly feeA set fee per month for a defined ad spend rangeSmall and growing businesses that want predictable costsWhat happens when spend grows; what's included
Percentage of ad spendCommonly 10% to 20% of monthly ad spendLarger budgetsIncentive to raise spend; check a minimum fee
Fixed + percentageA base fee plus a percentage above a spend levelBusinesses that plan to scaleMake sure the formula is in writing
Pay per leadYou pay for each lead deliveredTesting a new agencyLead quality; who owns the ad account and data
Setup feeOne-time charge for account and tracking setupComplex tracking or CRM workShould be clearly itemised

Your ad budget is separate from the agency fee and should be paid directly to Meta from your own account. Meta adds 18% GST to ad spend, and the agency charges GST on its fee. Read our Meta ads cost in India guide for budgets and benchmarks.

Agency fee vs ad budget: worked examples

The fee should make sense next to your ad budget. These examples use iBACT Digital's published plans so you can compare quotes like for like. Ad spend is paid to Meta, and GST applies to both.

Monthly ad spendAgency feeFee as % of spendTotal monthly cost (before GST)
₹20,000₹7,99940%₹27,999
₹50,000₹7,99916%₹57,999
₹1,00,000₹14,99915%₹1,14,999
₹2,00,000₹14,9997.5%₹2,14,999
₹4,00,000₹40,000 (10%)10%₹4,40,000

At small budgets a fixed fee is a large share of spend, so make sure it includes creatives and tracking, not just campaign setup. At large budgets, a percentage fee should come with more creative output, testing and reporting. When comparing quotes, add up fee + creatives + setup + tools for each agency.

10 questions to ask before hiring a Meta Ads agency

Ask every agency the same questions and note their answers. The answers below tell you what to listen for.

1. Will the ad account, Page and pixel be in my business portfolio?

Good answer: "Yes. You own everything. We request partner access to your assets." Red flag: "We'll run it from our agency ad account." If you leave, you lose your data, pixel history and sometimes your leads.

2. What exactly is included in your fee?

Good answer: a written list covering strategy, setup, tracking, number of creatives per month, campaign management, reporting and support hours. Red flag: vague answers or "creatives are extra" mentioned only after you sign.

3. How will you track leads and sales?

Good answer: Meta Pixel plus Conversions API for websites, lead form integration with a CRM or Google Sheet, and feedback on which leads became customers. Red flag: "We'll share Ads Manager screenshots."

4. What results do you expect in the first 90 days?

Good answer: a realistic range for cost per lead in your industry and city, with a testing plan for month 1 and a scaling plan for months 2 and 3. Red flag: guaranteed leads, guaranteed sales or "10× ROI" promises before they understand your business.

5. Who will actually manage my account?

Good answer: a named account manager, how many accounts they handle, and who creates the ads. Red flag: sales staff who disappear after signing, or work outsourced without telling you.

6. How often will you make new creatives?

Good answer: a set number of new creatives every month, with videos for Reels and Stories, and testing of hooks and offers. Red flag: the same 2 images running for months.

7. How do you report results, and how often?

Good answer: a monthly report with spend, leads, cost per lead, lead quality notes and next steps, plus a quick weekly update or call. Red flag: reports full of reach and impressions with no cost per lead.

8. What's the contract period and notice to cancel?

Good answer: month-to-month or a short initial period with a clear notice period. Red flag: 6 to 12 month lock-ins with heavy cancellation charges.

9. Are you a Meta Business Partner, and have you worked in my industry?

Good answer: honest details about their partner status and relevant experience, plus examples of similar campaigns (without sharing other clients' private data). Red flag: claims you can't verify, or fake "Meta certified agency" badges.

10. What do you need from me?

Good answer: clear asks such as partner access, product details, photos or videos, fast lead follow-up and monthly feedback. A good agency treats lead follow-up as a shared responsibility. Red flag: "Nothing, just pay us."

Extra questions for your industry

Beyond the 10 core questions, ask one or two that fit your business. Good agencies answer these easily.

  • Real estate: "How do you handle Meta's housing special ad category, which limits targeting? How do you filter out non-serious enquiries?"
  • Education and coaching: "How do you plan for admission seasons, and do you run ads for parents and students separately?"
  • Clinics and healthcare: "How do you keep ads within Meta's health policies and avoid before-and-after claims?"
  • E-commerce and D2C: "Do you set up catalogue sales, Advantage+ shopping campaigns and Conversions API with my store?"
  • Finance and loans: "How do you work within the financial products special ad category and RBI-related ad rules?"
  • B2B and services: "How do you reach decision-makers, and how will you qualify leads before they reach my sales team?"
  • Multi-city businesses: "Will you run separate campaigns or budgets by city, and report results by location?"

Red flags that should make you walk away

  • Guaranteed results: no one controls Meta's auction; honest agencies give ranges.
  • Running ads from their own ad account or refusing partner access.
  • Asking you to pay ad spend to them without clear Meta invoices.
  • No questions about your business, margins or sales process before quoting.
  • Very cheap packages with no creatives, no tracking and no reporting.
  • Boosting posts instead of building proper campaigns in Ads Manager.
  • Long lock-ins and cancellation penalties.
  • Reports without cost per lead, only likes, reach and impressions.
  • Policy shortcuts such as misleading claims, fake urgency or multiple ad accounts to dodge restrictions, which can get your accounts disabled.

What "Meta Business Partner" means

Meta runs a partner programme for agencies and technology companies that meet its standards for expertise and performance. Partners are listed in Meta's partner directory and get access to Meta resources and support. It's a useful signal, but not a guarantee of results, so judge any agency, partner or not, by the questions above.

  • How to check: ask the agency for its partner listing and look it up in Meta's partner directory.
  • What it doesn't mean: that Meta endorses specific campaigns or guarantees performance.

Agency vs freelancer vs in-house

OptionTypical costStrengthsWeaknesses
Do it yourselfNo fee; your timeFull control, learn the platformSlow learning curve; budget lost on mistakes
FreelancerLower fixed feeAffordable, flexibleLimited time; creatives and tracking may be missing; risk if they disappear
AgencyFixed fee or 10% to 20% of spendTeam for strategy, creatives, tracking and reporting; continuityCosts more than a freelancer; quality varies widely
In-house marketerMonthly salary plus toolsDeep knowledge of your businessOne person rarely covers ads, design, video and tracking

For most small and medium businesses in India spending ₹15,000 to ₹2,00,000 a month on ads, an agency or a strong freelancer is the most cost-effective option. Above that, a mix of in-house and agency often works best.

How to onboard an agency safely

  1. Create your own business portfolio in Meta Business Suite if you don't have one.
  2. Add your Page, Instagram account, ad account and pixel to it.
  3. Give the agency partner access: in Business Settings, go to Partners, add the agency's business ID, and assign only the assets and permissions they need.
  4. Never share your personal Facebook password and keep two-factor authentication on.
  5. Add your own payment method to the ad account and set an account spending limit.
  6. Share a brief: services, prices, best customers, locations, competitors, photos, videos and your follow-up process.
  7. Agree on reporting: which numbers, how often and in what format.
  8. Agree on exit: if you part ways, the agency removes its access and hands over creatives and documentation.

What to expect in the first 90 days

PeriodWhat the agency should doWhat you should see
Week 1Discovery call, account audit, tracking setup, first creativesA written plan with budget, offers and targets
Weeks 2 to 4Launch, test audiences, offers and 4 to 6 creativesFirst leads; cost per lead settling into a range
Month 2Cut weak ads, double down on winners, add retargetingLower or steadier cost per qualified lead
Month 3Scale budget gradually, new offers or cities, refine lead qualityClear cost per customer and a scaling plan

What a good monthly report includes

  • Spend, leads, cost per lead and cost per qualified lead, compared with last month.
  • Best and worst ads, with screenshots and why they worked or didn't.
  • Lead quality notes from your sales feedback.
  • Customers and revenue from ads, where you share the data.
  • What was tested, what was learned and the plan for next month.
  • Any policy issues, account warnings or tracking problems, explained simply.

Your part: how to get the best results from any agency

  • Follow up leads fast, ideally within 5 minutes. This alone can change results more than any ad tweak.
  • Share feedback on lead quality every week.
  • Send real photos and videos of your team, work and customers (with permission).
  • Keep offers and prices updated, especially before festivals and sales.
  • Give campaigns time: judge after 3 to 4 weeks, not 3 days.

Questions a good agency will ask you

The questions an agency asks you are as revealing as its answers. Expect a serious agency to ask:

  • What do you sell, at what price, and what's your margin per customer?
  • Who are your best customers, and where are they?
  • How many leads can your team handle in a day, and how fast do you call back?
  • What have you tried before on Meta, and what happened?
  • What does a "good lead" mean for you, and what's your current conversion rate?
  • Do you have photos, videos, reviews or offers we can use in ads?

If an agency quotes a price without asking any of these, it's selling a package, not a plan.

Switching agencies without losing results

Unhappy with your current agency? Switching is simple when your assets are in your own business portfolio.

  1. Check ownership first: in Business Settings, confirm your ad account, Page, Instagram and pixel are owned by your portfolio. If the agency owns them, ask for a transfer or request ownership in writing before giving notice.
  2. Download your data: leads, past reports, creatives and audience lists.
  3. Overlap for a few days: let the new agency audit the account before the old one stops, so campaigns don't go dark.
  4. Don't delete working campaigns: a new agency should build on what works rather than restarting from zero.
  5. Remove old access: once the handover is done, remove the old agency from Partners and remove any personal admin accounts.

If your ad account was created by an agency in its own portfolio and it won't hand it over, you may need to start a new ad account in your portfolio. Your Page and Instagram followers stay with you, and a fresh pixel starts learning again.

Final checklist before you sign

  • Written proposal with scope, fee, creatives per month and reporting.
  • Your business portfolio owns all assets; agency has partner access only.
  • Your payment method on the ad account, with a spending limit.
  • Tracking plan for leads and sales.
  • Agreed targets for cost per lead and a 90-day plan.
  • Short notice period and a clear exit process.

Frequently asked questions

How much does a Meta Ads agency charge in India?

Agencies commonly charge a fixed monthly fee or 10% to 20% of ad spend, sometimes with a setup fee. Your ad budget is separate and is paid directly to Meta. iBACT Digital charges from ₹7,999 a month plus GST with creatives included.

What is a good monthly budget when hiring an agency?

Most local businesses should plan at least ₹15,000 to ₹30,000 a month in ad spend plus the agency fee. Smaller budgets often don't give the agency enough data to test and optimise properly.

Should the agency own my ad account?

No. Your ad account, Page, Instagram, pixel and leads should be in your own business portfolio, with the agency given partner access. This protects your data and history if you change agencies.

Can an agency guarantee leads or sales?

No honest agency can guarantee results, because Meta's auction, your offer and your follow-up all affect outcomes. Good agencies give realistic ranges based on your industry and city and explain how they'll improve them.

How long should I give an agency before judging results?

Give it at least 4 to 6 weeks, with clear targets agreed upfront. The first weeks are for testing; most improvement comes in months 2 and 3.

What does Meta Business Partner mean?

It means the agency is part of Meta's partner programme and meets its standards. It's a useful signal of expertise, but you should still check how the agency works using the 10 questions in this guide.

How do I give an agency access to my Facebook ad account safely?

In Meta Business Settings, go to Partners, add the agency's business ID and assign only the assets they need. Never share your personal Facebook login, and keep two-factor authentication on.

Is a freelancer better than an agency for Meta Ads?

A good freelancer can be cheaper and flexible for small budgets. An agency usually offers more continuity, creatives, tracking and reporting. Choose based on what's included, not just the fee.

Should I pay my ad budget to the agency?

It's safer to pay Meta directly from your own ad account with your payment method, so you get Meta's invoices with your GSTIN and full control of spend.

What should be in a Meta Ads agency contract?

Scope of work, fee and what's included, number of creatives, reporting frequency, ownership of accounts and creatives, notice period, and how access is removed if you part ways.

Can the same agency run Google Ads too?

Many can, and running both together often works well: Google for people already searching, Meta for reaching people before they search and retargeting. Check the agency's experience with each platform.

What if my ad account gets disabled?

A good agency follows Meta's policies to avoid this, and helps you request a review through Meta's support channels if it happens. Be wary of anyone suggesting new accounts to get around restrictions.
